Session 2 Cooperation on Innovation – The Opportunities and Challenges of International Intellectual Property System

The present era is the era with rapid development in science and technology, and competition in the world economy is, in the final analysis, a competition in science and technology. With the continuous emergence of high-tech fields, the penetration between disciplines is accelerating, and cross-sector and cross-border scientific research cooperation is also increasing day by day. Therefore, the attribution and protection of intellectual property rights arising from scientific and technological cooperation have also become the key to the success of such cooperation.

The session “Innovation and Cooperation - Opportunities and Challenges of the International Intellectual Property System” was organized by the Guangdong Knowledge Economy Development Promotion Association and the Pazhou Centre for the Protection of Intellectual Property Rights in the Exhibition and Digital Economy, and moderated by Gu Qizhi, President of GKEDPA. Liu Hua, Director of the World Intellectual Property Organization Office in China (WIPO), and Liu Chuntian, Professor of Law and Academic Supervisor for LLD Candidates at Renmin University of China (RUC), delivered keynote speeches in the session. Jean Chen, Dean of the Faculty of Business Administration of University of Macau; Liu Shi, Administrative Committee of Guangzhou  Economic and  Technological  Development  Zone; Wang Weiying, AstraZeneca Global Vice President; Wang Haibo, Chairman of Hartend; and Mark Snyder, Qualcomm Senior Vice President and Deputy General Counsel, delivered speeches on the construction of global intellectual property strategy and mechanism of scientific and technological enterprises, and the settlement of intellectual property disputes of scientific and technological achievements. Li Ling, Former Vice Chairwoman of China Association of Enterprises with Foreign Investment; Ji Jie, General Manager of Hengqin Intellectual Property Exchange; Gu Jinsheng, Chairman of Guangzhou Champion Intellectual Property Service Co., Ltd; and Yan Sheng, Founder of Pai Fu Patent & Technology Investment & Operation Co., Ltd, took part in the roundtable discussion.

"Based on China with a global perspective" is the core viewpoint of the keynote speakers. With the theme of "WIPO Empowers Innovation and Sustainable Development", Liu Hua elaborated on three aspects of WIPO's support for innovation and sustainable development, the importance of the role of Asia and China in promoting innovation and protecting intellectual property rights, and the future direction of the work of WIPO and its office in China, in the hope of helping the development of China's intellectual property cause. Liu Chuntian, focusing on "Globalization and the World Intellectual Property System", pointed out that under the background of economic globalization, it is necessary to establish a world intellectual property system that is compatible with globalization to truly realize modernization.

As the direct correlates of intellectual property rights, enterprises and governments became the main core of the discussion among the attending speakers. Chen Jinghan pointed out that the implementation of active and effective management of intellectual property rights is the only way to achieve success in research cooperation and application. Wang Haibo elaborated on the new value of intellectual property rights in the new era and situation, and the ways to leverage the commercial value of intellectual property rights. Liu Shi shared the successful experience and practice of Guangzhou Huangpu District (Guangzhou Development District) in the operation and protection of intellectual property rights from the perspective of the government, and showed the audience the government's programme in building an environment for intellectual property protection and scientific and technological cooperation, and put forward three major development goals, namely "to build a model region for intellectual property protection, to improve the mechanism of intellectual property operation and to deepen the cooperation in intellectual property services".

Effective protection and utilization of intellectual property rights is conducive to promoting cross-academic knowledge interaction and citation, and stimulating the citation and integration of science and technology. Wang Weiying introduced the effective path of IPR protection to help pharmaceutical companies to innovate from the perspective of drug manufacturing. With the further emphasis on IPR protection and the improvement of institutions, the cross-academic scientific and technological cooperation will be more frequent and closer.
